Tropical Depression Kong-Rey (Nando) Update #1

Tropical Depression Kong-Rey (Bagyong Nando) continues to struggle as it moves just east of Luzon. The center was last located approximately 280km west northwest of Casiguran, Aurora. Maximum sustained winds are around 55kph with gusts of up to 75kph. TD Kong-Rey is moving northwestward at 20kph.

As of 5p this afternoon, PAGASA has raised Public Storm Warning Signal #1 for Batanes Group of Islands, Cagayan including Calayan, Babuyan Group of Islands, Apayao, and Isabela. These provinces should expect scattered to widespread rains along with gusty winds of up to 60kph. Areas along the coast should also watch out for high waves.

Latest satellite image shows Kong-Rey remaining weak although Japan Meteorological Agency and PAGASA have upgraded it to a Tropical Storm. The low-level center remains partially exposed as convection continues to get sheared to the southwest. Despite the weakness, TD Kong-Rey (Nando) is bringing scattered rains across Eastern Luzon.

Tropical Depression Kong-Rey will continue moving to the northwest. We don't expect landfall despite the proximity to the island of Luzon. However, stormy conditions will persist in the area especially in the northeastern regions. TD Kong-Rey should, then, head north near Taiwan and could intensify into a storm as it heads into an area of weaker wind shear and warm sea surface temperatures.
