As of 5am today, PAGASA has issued Public Storm Warning Signal #1 for Isabela, Cagayan , Calayan Grp of Is , Babuyan Gr of Is, Batanes Gr of Is, Kalinga, Apayao, Abra, Ilocos Norte, Ilocos Sur, and Mt. Latest satellite image continues to show the depression struggling to consolidate. Multiple vortices appear to be rotating around a common center situated just north of Aparri. Convective activity remains weak and is displaced to the southwest. North to northeasterly wind shear remains moderate in the region although it is expected to weaken tomorrow. Much of the convective activity is located across the West Philippine Sea pulling the SW Monsoon towards that area. However, scattered rain showers will still affect much of Luzon, Palawan, and Visayas throughout today. Some areas could receive another 40 to 80mm today.

TD 09W (Bagyong Ferdie) will continue moving towards the West Philippine Sea today and could exit the Philippine Area of Responsibility tomorrow morning. It is forecast to strengthen tomorrow as the shear relaxes. It will pass south of Hong Kong and is forecast to head into the direction of either Hainan or Guangdong Province.

We'll have another update later this afternoon.
