TS 04W (Caloy) struggles to develop as it moves over South China Sea. Maximum sustained winds are at 55kph. It is moving west at 22kph. It is still expected to strengthen, possibly reaching Tropical Storm status, before making landfall in Hong Kong in 3 days.
