Typhoon Utor (Bagyong Labuyo) has made landfall in the town of Casiguran, Aurora at about 3am Philippine Time. It has since weakened but remains a powerful Category 3 Typhoon as it moves into the provinces of Quirino and Nueva Vizcaya. Typhoon Utor was last located approximately 70km east of Baguio City or about 180km north northeast of Manila. Maximum sustained winds are down slightly to 205kph with gusts of up to 250kph. Utor is moving west northwestward at 25kph.
As of 5am this morning, here are the latest Signal Warnings from PAGASA:
Signal #3: Cagayan, Isabela, Apayao, Kalinga, Abra, Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Benguet, Mt. Province, Ifugao, Nueva Vizcaya, Quirino, and Northern Aurora.
Signal #2: Calayan, Babuyan Group of Islands, Zambales, Tarlac, Rest of Aurora, and Nueva Ecija.
Signal #1: Batanes, Bataan, Pampanga, Bulacan, Rizal, Northern Quezon, Polillo Island, Laguna, Cavite, and Metro Manila.
Areas under Signal #3 will continue to experience strong typhoon-force winds of up to 180kph along with widespread heavy rains. Areas under Signal #2 and #1 will have winds less than typhoon-force (usually 60 to around 100kph) but still strong enough to bring some minor damage. Areas here should also expect widespread light to moderate rains to continue for the next 12 hours at least.

Latest satellite image shows the Central Dense Overcast of Typhoon Utor is now covering much of Northern Luzon. Many areas are currently reporting heavy rains along with strong winds. Utor made landfall at about 3am this morning in Casiguran with Baler Radar clearly showing the eye plowing into land. As expected, though, Utor has since weakened as it moves over land.

Latest radar image from Subic shows widespread rains now moving across Northern and Central Luzon. As much as 10 to 30mm of rain could fall per hour. Farther to the south, expect relatively lighter rains including parts of Metro Manila and Southern Luzon. However, we still expect much of the region to get up to 100mm of rain today. Meanwhile to the north, there could be as much as 300mm of rain falling today bringing the risk of flooding and landslides. For the latest radar images and warnings, please click HERE (ClimateX)
Typhoon Utor should continue moving quickly to the west northwest, passing through the provinces of Benguet (passing near Baguio by noontime) and then La Union before moving into the South China Sea/West Philippine Sea later this afternoon. Strong winds still extend up to 100km away from the center so nearby provinces such as Pangasinan, Nueva Ecija, Ifugao, and Ilocos Sur should continue to expect typhoon conditions throughout the day today.
