TD 16W (Katring) Update #7

TD 16W (Katring) continues to move westward across the Philippine Sea. Winds remain at 55kph. Forecast hasn't changed: we still expect TD 16W to turn north beginning tonight/tomorrow. It will slowly strengthen as the upper level environment improves. We expect TD 16W to become a tropical storm in 24-36 hours. Right now, we don't think TD 16W is going to affect the Philippines.
